Why the bottom three score under 6. None of them appears on PAGCOR's published list of licensed operators. None names the company that runs it. Each is reachable through a network of near-identical mirror sites, and none connects to GCash directly — you have to route money through a crypto exchange in both directions. Players do withdraw from these sites, and we are not calling any of them a scam. But if a payout is refused there is no regulator to appeal to and no company to name in a complaint. On our checks, we do not recommend playing there, and we link to no offer from any of them.
Medium risk versus high risk. Jilievo is marked amber because it at least states a licence and has a consistent public presence — the problem is that we could not verify the claim.
