Finish that last one today even if everything else works. Verification is what a first withdrawal waits on, and clearing it now means the first cash out goes straight through later.
The app and the website are the same account and the same balance. Register on either and you are already signed up on the other; money put in on one is available on the other immediately, and a single withdrawal takes the lot back to GCash.
