The POGO ban, e-Sabong and your casino — three different things

Three separate rules get mixed into one rumour, and the result is people avoiding perfectly legal licensed sites while trusting sites that are actually outside the system. Here is which is which.

Three rules, three different targets

WhatStatusWho it covers
POGOBannedOffshore operators serving players outside the Philippines. Executive Order No. 74, November 2024.
e-SabongIllegalOnline cockfighting. Executive Order No. 9.
PAGCOR-licensed casinosLegal, 21+Operators licensed to serve players inside the Philippines. Not covered by either ban.

The confusion is understandable: all three were in the news in the same period, and all three involve the word gambling. But a POGO was a business exporting gaming to other countries. A PAGCOR-licensed casino serves you, under a licence a Philippine regulator issued and can act on.

How to tell which side a site is on, in two minutes

  1. Look at the footer for a PAGCOR licence and the name of the operating company. Both, not one.
  2. Check the company against PAGCOR’s published register. A brand name proves nothing; a licence belongs to a company.
  3. Look at the cashier. Direct GCash usually follows a local licence. Sites that can only take crypto are generally the ones without one.
  4. Count the domains. A brand reachable through a dozen near-identical addresses is a warning on its own.

Good news for most readers: the sites people already know from television — the ones below — are all on the licensed side, take GCash directly, and were never part of any of this.

Why this is worth two minutes of your time

Not because the rules will land on you — playing at a licensed site is legal and always was. Because knowing the difference tells you where your money has protection. On a licensed site a refused withdrawal has a regulator to escalate to. On an offshore mirror site there is no company to name and nobody to complain to. Same game, completely different position when something goes wrong.

Frequently asked questions

Are PAGCOR-licensed online casinos affected by the POGO ban?

No. The ban under Executive Order No. 74, signed in November 2024, covers offshore gaming operators serving players outside the Philippines. Casinos licensed by PAGCOR to serve Philippine players are a separate category and continue to operate legally.

What exactly was banned?

POGOs, the offshore-facing operators, and separately e-Sabong, online cockfighting, which remains illegal under Executive Order No. 9.

How do I tell whether a site is on the legal side?

Look for a PAGCOR licence stated in the footer and check the operating company against the register PAGCOR publishes. Local licensed sites also connect to GCash directly rather than routing you through cryptocurrency.

Where to play

Seven of the eight hold a PAGCOR licence, PHMacao a Curaçao one, and all eight take GCash directly, both ways — no crypto detour, no third-party wallet. Pick the one that fits how you play, start with the minimum, and cash out once early to see the route work.
