PAGCOR licensed casinos: how to check one yourself

Every casino claims to be licensed. Checking takes about two minutes, and on the eight we recommend it is already done - the numbers are printed in each review. Here is how, and what the licence actually covers.

Independent reviews of Philippine-facing casinos. No operator pays for placement or for a score — every site we point you to earned its place on its own record. Questions or corrections: contact [at] panaloguide.com

What PAGCOR is

PAGCOR — the Philippine Amusement and Gaming Corporation — is the government body that licenses and regulates gambling in the Philippines. The Philippines is the one market in Southeast Asia where online gambling is legal and regulated rather than merely tolerated, and PAGCOR is the reason.

For a player the practical meaning is narrow but real: a licensed operator can be named, and a refused withdrawal can be escalated to a regulator that has authority over it. That is what you are getting: a named operator, audited games, and somewhere to escalate if a payout ever stalls.

You can check the regulator directly at pagcor.ph, which publishes the list of licensed operators.

How to verify a licence in two minutes

  1. Scroll to the site footer. A licensed operator states a licence number there. No number is itself an answer.
  2. Find the operating company name. A licence belongs to a company, not to a brand. If no company is named anywhere on the site, there is nothing to verify.
  3. Check the name against PAGCOR’s published list of licensed operators on pagcor.ph.
  4. Watch for mirror sites. A brand with one clear address you can match to the register is the easiest kind to settle, and every site on our list is that kind.

A claim is not a licence. Several sites aimed at Filipino players state a licence in the footer that turns out to belong to a different jurisdiction, a different company, or nothing at all. The check above catches all three.

The licensed operators on our list

These six hold a verifiable PAGCOR licence and support direct GCash cash in and cash out. Names a Filipino recognises from television, not offshore brands nobody has heard of.

Where an operator does not publish its company name, the table says so. We do not fill that gap with a guess.

What the licence does not do

What it does give you is the one thing offshore sites cannot: a complaint with legal weight behind it. When a payout stalls, that is the difference between a conversation that goes somewhere and one that goes nowhere. It is the reason we point readers at licensed sites first.

Frequently asked questions

Is online gambling legal in the Philippines?

Yes, through PAGCOR-licensed operators, for players aged 21 and over. Offshore sites also accept Filipino players but sit outside that protection, and there is no local regulator to appeal to if a withdrawal is refused.

How do I check whether a casino has a PAGCOR licence?

Find the licence number in the site footer, then confirm the operating company appears on PAGCOR official published list of licensed operators. If no number and no company name are given anywhere on the site, treat that as the answer.

Does a PAGCOR licence guarantee I will be paid?

No. It means there is a named regulator and an identifiable operator, so a refused payout has somewhere to be escalated. It means a refused payout has an address to go to, which is exactly what you want standing behind your account.

Where to play

Seven of the eight hold a PAGCOR licence, PHMacao a Curaçao one, and all eight take GCash directly, both ways — no crypto detour, no third-party wallet. Pick the one that fits how you play, start with the minimum, and cash out once early to see the route work.
